The White House says PETA is using the First Lady's image without her permission

My understanding is that her image was used without authorization, and the WH is pretty upset about it.

I would suspect the same of the other people involved. It looks like PETA just picked standard red-carpet photos of four women that didn’t happen to be wearing fur at the time, and decided to create an ad campaign out of them.

PETA will welcome the controversy from the unauthorized use of the images.
