In fact, the Pope was always a strong opponent of Nazism, recognizing its evils from the beginning. His problem was: how to protect Catholics and the Church from an all-out declaration of war by Hitler against them? And all the Pope really had to defend them with was a piece of paper -- the Concordat signed with Hitler in 1933. So the Pope strove to preserve the Concordat, at almost any cost. In practical terms, this meant at best speaking opaquely about Nazi misbehavior, and at worst, silence in the face of Nazi attrocities.
And the Pope had another reason -- he hoped to serve at war's end in negotiating peace terms between the opposed powers. No doubt, he rightly figured he could do a better job with such war-ending negotiations than had President Wilson and Lloyd George at the end of the First World War. But to do so would require the Pope to remain on good terms with Germans.
As for "Hitler's Pope," he would more accurately be described at this phase (November 1939) as "Roosevelt's Pope" -- or if you prefer, we could call FDR the "Pope's President" ;-) -- since they were apparently of one mind on most issues.
