Home Ownership/Home Ownership Training
The Scattered Sites Housing Program is offered by the City of Phoenix Housing Department in order to provide home ownership opportunities to qualified families with low to moderate incomes. This program educates and enables our families to purchase homes in areas where they can reside in safe and healthy living conditions throughout the City.
Participants in the program select one of the Scattered Sites houses owned by the City of Phoenix. Our families work to qualify for a home mortgage while leasing the house from the City. The rent charged will not exceed 30% of the family's adjusted monthly income. During the lease period, the Housing Staff will conduct annual/quarterly home visits and monthly yard inspections.
Benefits: # Approximately 430 homes in the program, "scattered" throughout the City of Phoenix
# Rent is adjusted for changes in income, not to exceed 30% of household monthly income
# Standard monthly rent reduction for utility assistance
# Most major repairs and renovations performed by the City of Phoenix Housing Department
# Continuous home ownership training / financial counseling
# Access to the Economic Initiatives and Family Self-sufficiency Programs (job and life skills training)
To apply, you must meet all of the following criteria:
# Open to all families of two (2) or more who have the desire to become homeowners
# Be gainfully employed with a combined earned income that falls in the following ranges:

Those families in the Scattered Sites Housing Program who have a rent payment of $475 per month or more, demonstrate the ability to maintain a house, complete required training, qualify for a mortgage and agree that their home will be the primary residence for at least five years, may be provided an opportunity to purchase.
To provide an incentive for participation in homeownership in the Program, the City will provide up to $6,000 to assist with down-payment and closing costs, and provide additional financial assistance when available. The incentive(s) can only be utilized when purchasing a Scattered Sites home.

Scattered site public housing, though opposed by most, is a lot better than stacking them all in one location. The kids who grow up in such a “hood” never see any other way of life; the kids in the scattered housing are at least exposed to the concept of getting up and going to work.
The problem is the NIMBY brigade, and they do have a point in not wanting to endanger their own families. But many are not willing to judge individuals and families by their behavior rather than their source of income.
And I posted before reading- I was thinking of section 8 rental assistance. An ownership program is even better, giving them more reason to improve themselves.
This program is just welfare disguised as home ownership. These individuals receive a home without any down payment and subsidized housing payments. Free housing. Hooray!
The welfare and entitlement mindset is now exploding. The rats have effectively dismantled welfare reform. The rats have replaced welfare reform with welfare for most. In addition to fostering a destructive welfare mentality, programs like this are fraught with fraud and inefficiency. Individuals will commit fraud to get on these deals and commit fraud to stay on this deal. This program is similar to rent control distorting the market for housing and punishing property owners in favor of rent control seekers.
Your assertion about moving the hood to the suburbs is naive. Many communities experiencing high crime have realized too late that section 8 housing is the culprit. Dispersed section 8 housing often leads to crime moving to the new locations.

Where did these houses come from? Obviously toxic mortgage properties that are now being leased out to the same people who defaulted on them in the first place.
