A third St. Bernard Parish man has been arrested in connection with the rape of a 13-year-old Lacombe girl, authorities said.
Louis Ceaser Jr., 35, 3405 Golden Drive, Apt. D. Chalmette, was booked Thursday with aggravated rape. He remains in St. Bernard Parish Prison in lieu of $200,000 bond, the St. Bernard Sheriff's Office said.
The girl allegedly met a man via a telephone party line and agreed for him to come to Lacombe and pick her up at her home. The teen left home without her mother's knowledge and was driven by two men to Chalmette, where she was allegedly raped in an apartment, she told investigators.
The girl told investigators that several men had sex with her at the apartment.
Earlier this week, Cornell "Duke" Young, 31, and Gabriel Nelson, 17, both of Meraux were booked with aggravated rape in connection with the incident. The girl alleged Young and Nelson drove her from Lacombe to Chalmette.
The St. Bernard Sheriff's Office said the investigation is continuing.

I’m wondering how much she agreed to up front, and how much she now says she agreed to post being taken to the woodshed by mom.
This girl used very poor judgement, and the adults used even less.
“Im wondering how much she agreed to up front”
Eggzactly. Doesn’t make it right, mind you, but the point remains.
Multiple adults having sex with a 13-year old goes way, way beyond bad judgement.
Now let me get this straight..
“The girl allegedly met a man via a telephone party line and agreed for him to come to Lacombe and pick her up at her home. The teen left home without her mother’s knowledge and was driven by two men to Chalmette, where she was allegedly raped in an apartment, she told investigators.”
I’m reminded of a (D.C.) Washington City Paper article of several years ago titled: “Below the Law” about a case of several drug-addled homeless bums who killed each other and that the local justice system basically didn’t care enough to go through the motions of prosecution (the implication being that some people are too spectacularly degraded to give a damn about). Something tells me that a similar principle may be involved here.
Your comment is disgraceful. Any scumbag who rapes a 13 year old girl, regardless of how seemingly promiscuous she is, deserves to swing at the end of a rope. Making light what happened is wholly inappropriate.
Her ‘consent’ is legally irrelevant.
L
I agree. It doesn’t make it right, but it would not have been forced.
The men would still be facing criminal charges.
I would suggest a strong defense would be to go out and get teaching licenses right away. That sure seems to work for the women.
We’ll see what kind of penalties these men get. I think they should be substantial. It should be for women too.
That's sad.
I’m not trying to make the case this is a gray area at all.
The men are guilty of a sex crime. They should pay the penalty.
I’m not sure if the aggravated assault type of rape has stiffer penalties. I would actually hope that it does.
Her consent does matter to me. If she engaged in this activity by choice, it would be much better for her than if she was physically forced to do it.
I am certainly not defending the behavior on the part of the adults. They deserve serious prison time for this.
Children have notorioiusly bad judgement, which is why it’s illegal to have sex with them regardless of what they agree to.
It’s also immoral, unethical and disgusting when the unsavory exploit the stupid.
I think your too sensitive, why don’t you explain yourself.
I agree.
A 13 year old girl was raped. You said that you have a 13 year old daughter. Imagine for a moment, God forbid, that she was raped. Do you get it now? I can’t believe that it has to be explained to you.
OK, it looks like Louisiana has Aggravated Rape, Forcible Rape and Simple Rape (as well as several related crimes. (The rape statute itself is just the definition).
Aggravated Rape will get you life without parole. (Vicitm fights but looses, or threatened violence with the power to carry out the threat) http://law.justia.com/louisiana/codes/146/78529.html
Forcible is 5 to 40 years. (Threats of violence, or the victim thinks it is useless to resist). http://law.justia.com/louisiana/codes/146/78530.html
Simple Rape is up to 25 years. (That’s where the girl is too drunk to know what she is doing). http://law.justia.com/louisiana/codes/146/78531.html
I appreciate you looking it up. I think we’re in agreement that what took place here was bad. It is interesting to know the law does have different categories. I’m glad that it does. You take care.
