Trying to find origin of quote...

I was watching a TV program this last night, and one of the characters used an expression, that I am sure is a literary quote. I've tried searching the Web for it but no joy. Thought I'd check to see if it rang any bells with anyone here. The expression was:
"Liberty tweaks Justice by the nose."
Or possibly:
"Liberty tweaks the nose of Justice."
...Anyone?...

I believe that Measure for Measure is one of the most somber of Shakespeare's comedies, ranking with A Winter's Tale in that regard.
