There has been a marked change in attitude since the “Bill Ayers days” of the Viet Nam conflict. PVC for Dems now is FOR the draft because an over-representation of minorities thought the military was a good job and volunteered. So Ranking, Jackson, et al, decided it was racist.

In the Old South they called people forced to do work they did not want to do Slaves and the people doing the forcing Massa. Be very carefull, Barry. History (and the Union) will not be kind to indentured servitude, even a temporary one. If we have an imminent threat to our national security, we won’t need a draft. If we don’t, then mind your own business and let Americans live their lives the way the constitution allows (life, liberty, and the pursuit of happiness).

The coming political battle will be between those who say that people belong to the government and those who say people are free. The Republican party's stand on that question is "well, sort of". Stop pressing the chicken-$*#( yellow button on this issue Republicans.

Under this plan, All Americans between the ages of eighteen and twenty-five will be asked to serve their country by going through three months of basic training, civil defense preparation and community service...That is an absurdly short period of "training" to derive any useful benefit for the individual, or society as a whole. The military doesn't want a draft, in part, because military occupations can take years to master even for entry-level recruits. Even 2-year draftees in a non-demanding MOS are practically just out of school & already looking forward to separation just months or a year away. Since we're not building a mass-infantry force of cannon-fodder, there's just no military point to it.
Now if there is an unstated reason, like they want to politically indoctinate your kid in a short period with 100% physical control...

They'll be asked to report for three months of basic civil defense training in their state or community... Does it mention the color of shirts these young people will be asked to wear?
