You’re making an assumption from the conservative (classical liberal) viewpoint.
If tax policy were intended to fuel growth and fund the government, yes, you’d be right.
But to 0bama, the tax code is to be used to implement what he determines to be “fairness”. That means taxing/punishing those who have “plenty” to give to those who have less.
The effects on the economy and revenue are not a high priority.

True. It has been too long since we’ve heard a prominent Republican taking about the legitimate role of government, or its effectiveness.
Of course many federal agencies have no justification whatsoever, and exist only to pander. The issue is somewhat more complicated than that however, as there are agencies that do have legitimate functions were they not so ineptly administered:
CDC - I can agree with the existence of a federal agency that coordinates epidemiological research, reporting and response, rather than such research being conducted independentaly in 50 states, with no agency monitoring the regional spread of various contagions. The problem is, they spend an inordinate amount of resources tracking *epidemics* of "gun violence" and second hand smoke and attempt to influence policy and legislation.
FEMA - somebody needs to coordinate responses to disasters that exceed the capabilities of local and state authorities. As long as they are coordinating Department of the Interior, Defense etc. assetts in response to a disaster, fine. When they start handing out cash cards for bling purchases in New Orleans, they've stepped into the twilight zone.
NASA - A lot of what they do should be turned over to private industry where it would get done more cost effectively and rapidly. Space should be viewed much as the Louisiana Purchase was during the time of Jefferson, Lewis and Clark, but this does not mean NASA should be done away with all together.
I could give you a number of other examples, and while we agree government is entirely too large and has many components that could be done away with yesterday, there are more that are legitimate in concept, but not in practice. To paraphrase, Dilbert cartoonist Scott Adams, I'm not anti-government; I'm anti-idiot.
Even my little kids understand what is fair. After hearing one of Obama’s speeches I said something like - well that sounds fair. They both sort-of nodded their heads in agreement.
Then I offered to sell my pocket knife to my son for $50 because he has lots of money, and I told my little girl that she could have it for $1 because she didn’t have much money. My little girl was the first one that gave me an odd look and said “But that’s not fair! Why should he have to pay more just because he has more money?”
Democrats are too stupid to follow your logic. There are at least three steps to remember there!

IMHO, it all started to unspool under Wilson. FDR was merely his understudy. The 17th Amendment has been particularly damaging to the system of government. It has done far more to undermine federalism and "states rights" and pervert the notion of "federalism" than Lincoln or reconstruction ever did.
The dhimmirats rely on a three yr old’s level of understanding of economics (though MY three yr old probably knows more than the avg ‘rat voter),
plus the left’s encouragement to break the 10th commandment, encouraging others to covet others’ possessions,
leads to people thinking that it’s “fair” to confiscate from those who have more to “give” to those who have less.
