Probably a very silly guerilla marketing scheme.

They are agents of 'hope' for 'real change'. Yes, they can.

You unlock this door with the key of imagination. Beyond it is another dimension - a dimension of sound, a dimension of sight, a dimension of mind. You're moving into a land of both shadow and substance, of things and ideas. You've just crossed over into...

The WSJ just had an article on "murketing". It involves getting a buzz going about something without explicitly marketing it.
I suspect that a science fiction movie about faceless aliens is in the works.

The first thing that came to mind was the Renaissance practice of the nobility going about masked to hide their identity. This would just be a more modern version, all the more so since at a distance, they are just another flesh-colored face in the crowd.
Thinking further, I wondered if this might not be people protesting the ridiculous proliferation of security cameras in blighty.
Or even people who prefer than Law Enforcement not be able to recognize them.
Kind of neat, actually. I might try that sometime.
