Newby asks "Ping to 'All'"?

In the 'pings' set in some comments, besides the expected member names, I have seen the word 'All'. Does that 'ping' the message to everyone who already left a comment on that thread? How about those who comment after? And are there other 'special' words, besides 'All'?

‘All’ does absolutely nothing. It’s a kind of vanity thing that ‘All’ might give a %$^&.
