That is a current variation of the Nigerian scam going around.
Good catch. It’s obviously a fund raising spam. But this still should go to law enforcement, IMHO. There are scams and scams, and this is a really nasty one.

Nah, bad grammar or not, it isn’t Al Qaeda. First they’d have had a lot of ‘God willings’ in their missive, second they wouldn’t have committed the illiteracy of putting a U after the Q which transliterates the Arabic gutteral, and third, they’d have appealed to you to convert to Islam before demanding jizya.
My sister got one of these e-mails a couple of months ago (almost identical wording). We called the police, made a report, and also sent it to the FBI’s computer crimes division. It’s just spamming by a bunch of sickos (in the ME - Pakistan, I believe), and it’s totally random and is done just to freak people out. Make sure you forward the e-mail to the FBI, because they can find the ISP that it’s being set from. The instructions are on the FBI website.
Nothing will come of it. It probably went through an open relay somewhere in (pick one: China, India, Brazil, Taiwan, Korea), and all that is there to trace is a direct lead outside any US jurisdiction. And once it goes there, it’s a dead letter, because our government is too clueless to know to object to it and too feckless and cowardly to do anything about it if they did. Email spam/scams are the least of the offensive internet traffic coming from the countries listed above.
