If it was your eye would you go onto the internet asking what to do? Take the animal to a vet.
What do you mean hanging from a fence? Someone hung it?
You need to get your doggie to a vet. Maybe he or she can work out an arrangement with you for repaying the debt. Then you need to call the police if someone hanged your dog.
Chances are the dog will lose the eye but will be fine without it. It will cost a few hundred dollars but it beats any suffering the dog may endure.
Please take him to a vet! Don’t touch the eye and don’t let the dog paw at the eye.

I think you HAVE to go to a vet. Tonight. Sorry. Your dog almost died and you don’t want to get this wrong. He could scrape the eye out with his paw tonight, imagine how you’ll feel finding that tomorrow.
I am assuming you do not have a regular vet, since you said “A vet” not “MY vet”. Weep and wail and beg them to put you on an installment plan. It will usually work, most vets are softies, especially in an emergency.
Actually, I had to put one of my cats down after hours at an animal hospital in NYC. They told me up front they were just going to bill me. Guess it’s bad for business to have people at the front desk crying their eyes out while trying to find a credit card.
Don’t fool around go to the vet ASAP! Work out the details later. Most vets are compasionate and will work something out. There are also humane and dog rescue orgainizations who have funds available to help pets who’s owners need some finanical aid.
BTW - I hope you don’t read this post because you’ve already left to get your dog medical attention.
