You need to get your doggie to a vet. Maybe he or she can work out an arrangement with you for repaying the debt. Then you need to call the police if someone hanged your dog.
I lost a retriever when I was little. He was chained up because he was known to jump the fences. He had plenty of chain, but he had wrapped some of it up around something and then jumped the fence because he saw me leave and wanted to be with me. I’d assume the same kind of thing happened here.
