They have every motivation in the world to try to attract the attention of Windows users. Giving Win-users Safari costs them nothing, and puts one more instance of the Apple logo on the Win desktop. One more potential Win-user to be seduced to the Apple side.
With VMware's Fusion for the Mac, I can run Mac OS, Windows (XP and/or Vista), Linux, BSD, and whatever else you name, all concurrently. But only on Apple hardware.
If you want to run Mac OS, you buy Mac hardware. Then you can run everything else too, even all at once. I'm doing it as I type, it's a gas. OS-X 10.4, Win-XP, Fedora Core 4 Linux, NetBSD 3.1, and (OMG!) DOS 7.1. They can share files (Samba) and even cut/paste text between OSes.
Apple's not stupid, and their hardware prices are constantly becoming more competitive. They are rapidly becoming the hardware platform of choice.
And coincidently, it will also run on the new Iphone.
