The link http://freerepublic.com/focus/browse displays posts from all the forums and does not have a 'post' option because the software doesn't know which forum you want to post to.
In order to actually post a thread you must select one of the forums at the upper right of the page, eg. http://freerepublic.com/focus/f-bloggers/browse. Now there will be a post button and your post will go to the bloggers forum

--I have the "post" page bookmarked and positioned immediately blow my regular FR bookmark--just copy the headline in "search" and if it's not there, return to the article and copy it to the "post" page--

Yep, confusing at times. But I operate with several windows open one of which I'll use as a window to post the article, another the window in which the article I want to post is located, another in which I can search the forum to see if the article has been posted.
