I think it's a good time. People who don't want to go tubing with strippers will be in church, and they can do their recreation later, when the sort of people who would pay $25 to go tubing with strippers won't be on the river.

Been there, done that.
In recent years, the guadalupe river in New Braunfels has become a place that you would not take your family. Lots of drunks, underage drinking, rowdiness, profane language and activities. I say kudos to those trying to clean it up.
I stopped taking my family there and started going to the Frio river which runs through Concan and Garner State Park. A much more family friendly area for a leisurely float down the river.
There are teens and drinking here also, but not the craziness that I have seen on the Guadalupe and Comal.

Well the understanding is that the Comal is the family river and the Lupe is for all the fun. The Comal is almost surrounded now with New Brunsfel, but the majority of the Lupe that most people float is outside city limits. Of course the end of it is in city limits and that is were most of cracking down has been. A friend of mine, that lives on the San Marcos which is nearby, says that most people are migrating to another nearby river that doesn't pass through New Brunsfels or San Marcos. So I wouldn't be surprised if the two towns continue cracking down that the Lupe at least will become void of people. The Comal has a water park next to the spring which will keep families and visitors coming every year.

Unfortunately the Comal River is the shortest river in Texas.
