As you will recall from our discussion in April, we have certain “controllable events” that can be scheduled throughout the summer leading up to the election in November. In April, I expressed my preference for “backloading” – pushing these announcements into the fall and late summer. But I strongly agreed with your observation that we need to be ready to act sooner if it appears that the downward cycle of opinion is threatening to turn into a tailspin.
My reading of the situation is that we have seen the worst and already are seeing signs of slight buoyancy:
• The results in CA-50 and California’s Prop 82 are as good as we could have hoped. Consistent with our internals, “culture of corruption” and “tax the rich” are not strong resonators.
• Our release of information about the non-Haditha accusations and exoneration has reached its target audience, and the MSM are becoming noticeably more cautious about Haditha; I think the normal DoD process will allow us to kick the Haditha facts beyond November.
• Your Presidential public events have had the desired impact of halting the slide in approval, and some small rebound appears to have begun.
In the category of “uncontrollables,” immigration legislation is biggest issue, followed by Supreme Court vacancy(ies?). On immigration, our good cop – bad cop routine seems to be succeeding in getting the Dems on board with amnesty; we will continue to work to get enough cooperation on the Senate side to pull out the rug by mid-July at the latest. In spite of my optimism, I am still holding this in the uncontrollables category. The Supreme Court is just a crap shoot; they won’t tell us anything; but an active set of hearings in the lead-up to the election would seal the Senate for us in November.
On the controllables, as we look to the summer and fall, here’s the sort of timetable I envision:
• July: Release of held-back oil stocks by Iraq and our other friends. This will have a significant downward pressure on gas prices; ideally, we would like them below $2 by October.
• August: The public request from the Iraqis for US troop withdrawals; followed by a rough timetable announced by us, with the first tranche of returnees home in time for the 9/11 memorials.
• The media are already getting bored with the “Iraq is a failure” meme; by August, the time will be ripe for a counter current meme and the oil price story and the returning troops will be just what we need to trigger that.
• Early September: Unmasking of the 5-year reunion plot, with public arrests.
• Early October: Announcement of OBL’s death. I think we’ve held this long enough, and I don’t see any real gain from holding it beyond the 2006 election.
• Mid October: Hank Paulson unveils our tax simplification plan close enough to the election to give us a boost of a point or two, without requiring any real action.
In my opinion, these are enough to keep our control of both Houses in the fall; even if none of the uncontrollables fall our way. If we succeed with some of those, it is not unreasonable to expect modest gains for us in both Houses.
As you can see, I have not included either of the “last resort moves” we considered; at this point, I don’t foresee any need for those.

I don't doubt he has some plan like this. Rove is the master of political cycles.
Remember that the UFOs should arrive right after the Sci-Fi Channel hosts their UFO week in October. They've agreed to only air "friendly" aliens this time. And this time make sure to police up all of those alien cookbooks.
