Owners No More: County May Call People 'Pet Guardians'

Owning pets could become a thing of the past in Silicon Valley.

No, cats and dogs aren't being banished from the California high-tech haven. But Santa Clara County, Calif., officials are considering an upgrade in the status of pet owners.

The animal lovers would be pet guardians, not merely owners. The county Board of Supervisors is scheduled to vote on the issue Tuesday.

Officials saying being called a pet guardian should get people to be more responsible with their furry friends. The measure would change all references in county legal documents, but would not change any of the owners' responsibilities.

San Francisco, Berkeley, and the State of Rhode Island have passed similar laws.

I feel your pain. We spent about that much on surgery for our cat, AFTER insurance paid their share. Made my wife extremely happy, but I couldn't help thinking it was a little bit silly.

"But Goober is special" Curried Rabbit

1 rabbi,br> Flour
2 tbsp butter or olive oil
1 apple- chopped fine
1 onion- chopped fine
1 tsp curry powder
1 cup rabbit or chicken stock
lemonjuice
salt
boiled rice

Wash, joint and dry rabbit. Roll pieces in flour. Fry in hot oil or butter. Remove rabbit to a platter and in the same frying pan add apple, onion, and curry powder and fry till golden brown. Add stock and bring to a boil add rabbit pieces and simmer until tender, just before serving add a few drops of lemon juice and salt to taste. Serve with rice.

Arizona Cottontails 2 cottontails
2 tbsp chopped celery
2 tbsp chopped omion
1 tbsp flour
salt to taste
1 tsp worcestershire sauce
bay leaf
6 peppercorns
2 tbsp vinegar
Bacon fat

Cut rabbits into convenient pieces. Dip into flour and fry quickly in hot bacon fat. place pieces into casserole. Add flour into pan and add enough water to make a gravy. Combine seasonings and vegetables and pour over rabbit. Bake for 45 mins.

Take remaining $3,490, buy a rabbit, blow the rest on a vacation or at the casino.

Here is the ordinance wording. Notice it is changed from pit bull to a generalization.

Dublin, Ohio

Dangerous/Vicious Dogs

Under the City of Dublin Vicious Dog Ordinance, all dogs defined as “dangerous” or “vicious” must be securely confined at all times. Owners of vicious dogs are required to have liability insurance of at least $100,000.

Wild/Dangerous Animals

Keeping animals considered dangerous to humans on any premises is not permitted unless by a licensed institution. Such animals include members of the cat and dog family, wolves, badgers, bears and poisonous reptiles. If a resident is found keeping such an animal on his/her premises, he/she will receive a written notice to safely remove the animal within three days. Failure to do so, or if the animal is reported to have harmed a human being, will result in impoundment.

Care of Pets/Domestic Animals:

* Cruelty to animals, abandoning domestic animals, and/or attempts to harm, kill or poison animals is prohibited.
* Animals should not be permitted to run at-large. All pets should be securely leashed or under direct control when not on your property. Any stray domestic animal may be impounded by the Dublin Police or Franklin County Animal Control.
* The living conditions of pets/domestic animals should be properly maintained and kept free of offensive odors or unsanitary conditions for the benefit of the animals as well as the surrounding neighborhood.
* Pet owners are responsible for the proper disposal of any fecal matter left by their animal(s) on public property.
* Dogs, cats or domestic ferrets over the age of 3 months must be immunized against rabies. Pet owners must either display a current rabies immunization tag on a dog or cat collar and/or be able to present an immunization certificate if requested.
* Dogs more than 3 months of age should be registered annually with the County Auditor. The Dublin Police or Franklin County Animal Control may impound a dog if a valid registration tag is not attached to the dog’s collar.
* Keeping dogs that continually disturb the peace by barking, howling or yelping, is not permitted.

Hunting

Hunting, killing or attempting to kill any animal or fowl is prohibited within the corporate boundaries of Dublin.

Sick/Injured Domestic Animals

Residents should notify Dublin Police if they find an injured or sick animal. If the animal is wild, do not approach it.

Poobears Rabbit Stew

Season w/salt & pepper, flour
brown in oil lightly, remove
add diced onion, bell pepper, carrots & celery to oil - saute
add broth & rabbit pieces
stew until tender - salt & pepper to taste
Thicken sauce

Serve over rice with chopped green onion.

More communities are considering restrictions on high risk dog breeds(ie Pit Bulls), and the breed activists are fighting them by pursuing the civil rights angle. By elevating the status of a pet, such bans become a PC civil rights issue. Breedism=Racism.

Although it is highly unusual for me to disagree with you, I must in this case.
It is not responsible owners or breeders who are pushing for this change in designation from ownership to guardianship.
It is the animal rights activists who are pushing advocating this change in status.
