Depends on what kind of legal immigrants one is talking about. A foreign-born professor at, say, Princeton or an equally foreign-born organized crime figure? And if it is easy enough to choose between these two poles, then there are intermediate [as for an immigrant's desirability] situations.

I say no. Legal immigration is just fine. Actually we probably need more legal immigrants. But first - very important to make it first - we need to expel every last damned illegal we can find. Immigration to the US ought to be capped at a million per year tops.
I think legal immigration should be 300k per year, rather than 1 million; although this depends on the current social/economic realities. If we could flush all the illegals out, our rate could actually be fairly high.

Depends which kinds you're talking about. Work-visa immigration that imports workers to compete with U.S. workers should stop. And mass refugee resettlements should stop -- we don't need hordes of Sudanese, Hmong, etc. who are fish out of water here, culturally baffled and economically ranging from never-to-be-self-sufficient to competing with unskilled entry level U.S. workers for jobs. From an ethical standpoint, we ought to stop letting healthcare workers immigrate from third world countries which can't afford to lose them. On the other hand, workers with specific skills that we have an economic need for should be welcomed. Other than that, immigration should be limited to people who already have a job lined up here, and have an employer and/or personal sponsor to keep them off the dole (and send them back if they go on any kind of welfare within 10 years of arrival), and to legitimate family situations (NOT the recent real or phony marriages).

Yes! I would like to see a Twenty Year moratorium on all immigration so that the U.S. can absorb and socialise the immigrants(legal)and otherwise into becoming Americans. Not citizens of some foriegn country who are just here to suck off the taxpayer.
