What Flag is Wes Clark Posing in Front Of (vanity)

Ran across this image of Wesley Clark and notice a flag is overlaying the US flag, how fitting for the communist american general. What Flag is it and why would it be covering the US flag in what looks like an official posed photo ?

That's two flags. One US and one is his as a General. White on red denotes a combat command I believe.

One of the ongoing problems in the military is that there are two types of senior officers, the war fighters and the politicians. Unfortunately, the war fighters get killed off and the politicians, like Clark, get the commands. Rummy is fighting that, but he ain`t there yet.

Off subject but I just have to relate this. I think it was when he was running for the Dims nomination that he was interviewed by Chrissy Mathews. Chrissy asked him why Clinton relieved him of command and he looked and sounded like he was going to have a stroke. He finally replied that he wasn't relieved of command, he was just asked to retire early. Chrissy sat there like he didn't know what to say.
