This comedy is about two guys who decide to rig the Special Olympics to pay off a
debt by having one of them, Steve (Knoxville), pose as a contestant in the games,
hoping to dethrone reigning champion, Jimmy. Mentally-challenged high jinks and
hilarity surely follow.

I was looking at the User comments, and they said that this project has been on hold for several years. The Farrely brothers actually passed on the idea to Trey and Matt. So the claim is that South Park actually ripped them off.

HUH?! This is a comedy about the Special Olympics that involves crude and sexual humor, language, and drugs. And the Special Olympics gave their blessing?!
Yet, South Park is considered lewd and evil for doing the same. Well bust my balls and call me an alto, ain't that a hoot. If only the old cracker were here to appreciate the irony.

As much as I hate to say it, this thing's been in the can since mid-2004. I think they filmed it in late 2003/early 2004, which makes it just as likely that SP lifted the premise from the movie - that episode of SP aired in March of '04.

That's what set me off. There's a guy on the Rotten Tomatoes boards claiming to be the writer. Dunno if I buy it, but he says that the idea was originally pitched to Parker and Stone, but they passed on it and the Farrelly Brothers picked it up.
Who knows? Cry havoc, and let loose the lawyers, etc. :)
