"The underlying issue has to do with the limited performance available ..." Amen to that! And exactly the reason we chose Gas-Cooled Nuclear Reactor/Rocket Engines for our performance. By rights, NASA should be doing what I'm describing, and I could be talking about "Spindizzy motors," or something.
In my own curmudgeonly fashion, I rag on NASA, because when I was a boy, and our German Scientists were outperforming the Russian's German Scientists, I fully expected to see Space Wheels and other habitats, and colonies on the Moon and on Mars.
I never expected that I would have to do it myself.

One of the things that NASA could do for interplanetary probes would be what I described, a double-dip into the Moon's gravitational well. By timing how far and how fast one flies-by the first time, the second near miss can send you on almost any trajectory. And the second pass can be executed at the preferential time, virtually regardless of the timing of the first pass.
On the other hand, it might not be quite as advantageous as I have described it. We use the Earth and Venus as gravitational assists, but I don't recall a trajectory which targeted Mercury or Mars for such a purpose.
