Don't be so hard on poor Canada. When there are no facts that support your position, you have to make up numbers. I'm sure the study was fake but accurate. In fact, I have it on good authority that there is a document sitting in an inbound fax tray at a Kinko's in Texas that proves beyond a shadow of a doubt that every single problem in Canada is caused by American conservatives.
