Oh, my. We have to talk about this. Some meteorolgist is claiming that Katrina was created and driven. He says that the Russians have claimed that they can do this. They also created Ivan. This storm was designed to stike our oil and natural gas facilities.

Unless this quote is completely false - obviously there is concern. And no doubt WE are looking at the technology too. I would imagine that the idea of "cloud seeding" to make it rain would seem pretty far-fetched 100 years ago too.
That said - I think the odds that these hurricanes are caused by "somebody" is about 1 goobzillion billion trillion to 1.

Doug, while it's true that we have free speech in this country, Coast to Coast is a genuine menace sometimes. There are times when I wish we had the system they do in the UK where libel laws are stronger and the government can place limits on the media in the interest of national security.
