Check your screen resolution's color quality. It should be at least 16 bit or higher (most current graphics cards support 32 bit).
Just right-click on your desktop wallpaper, select Properties and click on the Settings tab. That's where the info is.

I checked that, it set at 256 colors.

It needs to be set to 16M at least. 256 colors is too few for jpgs to show up correctly.

I checked that, it set at 256 colors. There's your problem. You should be at millions of colors. At 256, everything looks like crap.

Re-boot and try again. Try the "Troubleshoot" option in Properties, or click the Windows flag for more help.
