Rule #1: Keep the background subtle. Don't let it distract from or obscure the content.
Rule #2: Consider your audience. Not everyone browses with the same software and hardware. For instance, if you design your website for, say. 800 x 600 resolution, you could end up with some really weird results if your background image ends up tiling for people viewing with 1024 x 768.
Rule #3: It's usually best to just stick with a white or off white background, or put your content in a table or div with the same.

Here's mine. Brilliant, I'm sure you'll agree. I'm a webpage developing genius. Nobody's better. Nothing ever goes wrong with my webpage. I'm sure you'll want to copy it. On my page you'll find my Social Security Number. My address, phone number, pics of me and my family and kids, my license plate number, the serial numbers on all my guns. Oh wait! . . . What do you intend to do with said page? If you're looking to keep up a page where you comment or otherwise vent on various subjects, consider getting a blog page. A site like
www.blogger.com would be a good place to start. I keep one that's updated
when the mood strikes. And somewhere around here is a thread with URLs for other FReeper blogs.

At the risk of stirring up the anti-MS crowd, I confess that I use FrontPage. If you want to do anything other than a very simple site, you will welcome the site management features, preview-in-browser, etc. See if you can find an "Academic Edition" (cheaper for "students") at a computer show, or somewhere on line.
Find a reliable host for your site, and be prepared to pay. The "free" hosters want to put their ads on your site. You get what you pay for. When you pay nothing, you don't get much. ISP's generally give you some space you can use for hosting a website. This is fine, but the space you get is very limited, so if you have a lot of visual content, you will find that the site will eventually outgrow this space.
Avoid hosts that require cookies to be enabled (Fortune City). Be aware that some hosts don't allow "hotlinking".
Be sure to read you host's fine print carefully.
Consider coming up with a simple, but meaningful domain name (.com) for your site and register it (about $20 per year). This is a must if you are going to do a commercial site. But, be aware that this will expose your contact information to anyone who wants to see it.
If possible, avoid using such things as banners, animations, popups, and cookies because so many people are blocking them out nowadays. If you must use frames, keep them simple.
Test your site using as many browsers as you can manage, and at various screen resolution settings. Beware of fonts that become unreadable at high resolution. Don't rely on just your own computer for site testing. If you can, try looking at your site on other machines (friends, library, etc.)
Be sure to submit your site to Google, and other search engines. If appropriate, consider joining one or more webrings to promote your site.

If you come across a web page that has done something the way you would like to, look at the source page for it. It will show the html used to create it.
If you want to make pictures load faster you will need to compress them. I use the free version of Paint Shop Pro. Go here to get a copy. I have a much older version and it is still usable. I don't know about the new version of the trial program.
Here is mine. It is mainly used to allow my family back home to see some pictures. Keep it simple. No one likes to wait around for big graphics. Keep the important stuff at the top of the page becuase few people like to take the time to even scroll the page.
I write all my own html. It's not so bad once you get the hang of it. It really doesn't take all that long to get the knack.

Stay away from "free" page hosting places like Tripod and Geocities:
- They insert obnoxious ads in your pages.
- If your website becomes too popular, you can easily exceed their measly bandwidth limitations, and access to your pages will be blocked for hours.
- They ultimately control what you can place on your page. If they disagree with your political views, they will "extirpate" your web pages (happened to my site).
