This legislation introduced by Kevin Mullin, a California Democrat, was sparked by a tragic incident where a young man used an air rifle to commit suicide. Former Arizona Rep. Gabrielle Giffords, who was shot in 2011 by a protester with a 9mm Glock pistol, has signaled support for the bill.
The young man, Garrett Edwards (the one public photo available of him puts him in his mid-20s) reportedly became psychotic during the pandemic lockdowns. He was barred from purchasing or owning guns, but managed to buy an air rifle and used it to kill himself.
Because of this one crazy person, this bill seeks to force Americans to purchase BB guns through a federally licensed firearm dealer and pass a federal background check.
Even the wildest anti-gun folks in the country aren't onboard with this gun grab:

"Gun control" laws are written by people who have no knowledge of weaponry, no respect for the Constitution, and no personal integrity.
Yes, American law has better things to do than to classify BB guns as “firearms”. They don’t use powder, so there is no explosive involved. Many are pretty low-powered, tho not necessarily. I just feel that our lawmakers (especially some of those in Calif. have better things to do with their time. Like working to get all traces of Islam out of our country.
I’ve been peppered a lot by other upland and bird hunters from a distance.
Not that I’m in favor of this law, but you are correct that there is a qualitative difference between a traditional BB gun and a modern high-powered air rifle firing lead bullets. I kill squirrels with mine all the time, and it’s a pretty good all-round varmint rifle. Doesn’t have the range of a .22, but that can be an advantage depending on where you hunt.
