Sheriff’s press briefing on an officer-involved shooting of Larry Rinaldo Riles, enabled by a license plate reader (LPR).

The speaker (a sheriff) strongly defends public LPR use as non-invasive—equivalent to an officer reading tags from a public roadway, only faster—and credits one with flagging a vehicle wanted on a violation-of-probation warrant. Deputies located 46-year-old Larry Rinaldo Riles (reported by family as an Uber driver, with a visible Uber sign) in a dark-blue Chevy Captiva near Wabash and Memorial Boulevard. He had backed into a spot in front of a Subway to conceal the tag.

Three deputies blocked the vehicle. Riles refused repeated orders to exit, began rolling forward, and the deputies broke the heavily tinted windshield and attempted (unsuccessfully) to tase him. He then rammed a patrol car, reached into the back seat, and began racking a round into a stolen 9 mm semi-automatic handgun (taken in a June 24 vehicle burglary in Lakeland). Deputies shot him multiple times; once he dropped the gun they pulled him out and began life-saving measures. He died. The sheriff stated the deputies “beat him to the draw” and that Riles “asked to be shot.”

Criminal history cited: prior aggravated assault with a deadly weapon (pled to misdemeanor), felony grand theft (pled to misdemeanor), positive methamphetamine test leading to a modified probation sentence, flight from a subsequent drug test that triggered the current VOP warrant, and possession of the stolen firearm. The sheriff argued the LPR potentially prevented the public from encountering an armed probation violator posing as an Uber driver. Deputies’ names are withheld for 72 hours under a new law; the investigation is ongoing and store video will be released later. No bystanders were harmed; the area had few people present early in the morning.

The briefing closes by reiterating that LPRs are used only in public spaces, that abuse of data will be punished, and that deputies will use deadly force if attacked with a firearm.

Remember it was Sheriff Grady a few years back replying to a reporter who snarkily asked why a suspect was shot 47 times.
