There are 2 plausible reasons why Routh is not DED.
(1) He was lucid enough to understand HE was the one that was going to die and so never returned to his nest.
(2) It was \arranged\ that he NOT be in the nest when the shooting started to recover USSS image.

My money is on #2, given the time-proximity to the Butler eff-up.

Trump was not in office yet. It is likely he had some contact with CIA or FBI, probably a “retired” agent as with most or all of the school and church shooters. That contact probably talked to him about each of those people who had got famous for shooting up a church or a politician like Reagan or JFK and warned not to do something like that.
