United States government agencies have come together to advance the understanding of persistent contrails and their impacts to inform future decision making. Current models indicate that persistent spreading contrail cirrus has a significant net warming impact on the global climate; however, the magnitude of this impact is uncertain. Research is needed to improve scientific understanding, reduce process-level uncertainties, develop integrated decision support tools and mitigation strategies, and demonstrate and assess prediction and operational capabilities. Improved understanding will allow the U.S. to make informed decisions that will ensure U.S. competitiveness in the aerospace sector while managing the impacts of civil aviation in a cost-effective manner.

It's hard to know what to make of this government issued report. Like so many things involving our Government, is this report an effort to shape public perception (note the January publication date) by getting out in front of what is certainly a huge scandal by obfuscating the whole chemtrail issue and claiming all emissions seen in the sky are just 'persistent' contrails caused by jet engine exhaust? As they say, don't believe your lying eyes. Note, that whatever they choose to call the trails, they admit that contrails/chemtrails are contributing to global warming. What they also want you to know is that they intend to continue doing what they have been doing. Let's hope DOGE drives a stake through the heart of this crazy wasteful experimentation.

Highly uncertain. It all depends on the models they use.
My intuitive guess would have been the opposite. It all depends on a large number of guesses.

Contrails are effectively clouds. Clouds reflect light. Clouds, therefore, cool the earth.
Contrail clouds linger, as do cirrus clouds.
Clouds that are placed there in a sky that has no clouds are extremely apparent.

One does not need a master of science degree in a related technical discipline (and I do) to realize that statement is complete BS. If the magnitude is uncertain, how do we know it to be significant?

People are accusing commercial jets of doing that; their contrails are frozen water vapor produced by the heat of the jet’s exhaust.

The video posted showes exactly what you would expect of natural contrails. Contrails are dependent on a number of natural variables. You often see them start and stop again, as the aircraft flies into and out of various atmospheric conditions.
It is temperature and humidity variations which can make for very sudden changes, as expected.
