The California legislature proposed a bill requiring gun owners to pay an annual tax and register each gun they own. 
The bill, SB 1160, was introduced by Senator Anthony J. Portantino (D – Burbank) and would require the Department of Justice to register all firearms in the state annually.

    Lawfare. They know this is un-Constitutional and do it anyway to make Gun Rights groups spend $$$ to fight them.
 Gun Rights groups eventually win, but deplete financial resources from their members.
 The State has a seemingly endless supply of money from the taxpayers.
 Lawfare. It ought to be illegal.

Taxing is the equivalent of requiring a citizen to pay for their God Given right, enshrined in the 2nd amendment.

 In Marbury v. Madison the Supreme Court announced for the first time the principle that a court may declare an act of Congress void if it is inconsistent with the Constitution.
 "All laws that are repugnant to the Constitution are null and void." Marbury v. Madison
And that would include state legislators!

    This is just another way for California to tax people. It wil have no effect on registration.
The problem they are facing there is that they have a problem with street guns like everyone else. But the unfortunate problem is that street guns probably haven’t been registered for years and years and the people that buy those have no intention of telling the government they have them. What would be the purpose for the criminal in getting them identified and if they don’t show up, and the people California are basically concerned about those that are not going to, then why waste the money if it is legit to get something accomplished? It’s all about taxing the public that is trying to do it right. Outside of that, it will accomplish nothing but suck funds from honst people.
