The FBI refusal to turn over evidence is the same as spoliation of evidence - it allows you to draw the obvious conclusion.
In this case, the obvious conclusion is that Seth Rich's killing was a political assassination.
He was headed to a meeting with the FBI to turn over evidence of electoral corruption reportedly the Clinton campaign. It's very possible that some members of the FBI had tipped the Clinton campaign off on this one

It was a random street crime. Why did the FBI seize his laptop?
To: Red Badger
I'm sure the FBI wiped the laptop - which is why they won't turn it over. It's proof of their obstruction in the Rich assassination.
Next we'll be hearing that it was completely destroyed in a Warehouse fire.

How is Seth Rich's laptop relevant to a murder that was supposed to be a random mugging gone wrong at 4:00am on a street near his home?

FRiend Red Badger, it was unneccesary to insert an apostrophe into "its" in the FR headline. The spelling "its" is correct at the linked source.
Its = the possessive form of the subject pronoun it; i.e. "ridiculous story to prevent its release"
It's = a contraction of the subject pronoun "it" and the verb "is"; i.e. "it's time to release the laptop."

That all suggests strongly that Seth Rich was assassinated by an FBI agent or it was maybe contracted out.
