Depends on the Woman. I’ve CCW since 1996 and think all but non-criminals, and looney tunes, should carry too. After they get a basic training course in safe gun handling. I grew up around riffles as my dad and his brother hunted.

I don’t take it that negatively. The good news is the sheriff of this county came out and denounced this ‘edict’ right away, citing his ultimate allegiance to the constitution of New Mexico and the USA. There is also the circumstance that no court will uphold this to be thankful for.
It is disturbing that the governor of this state felt she could actually get away with this but we should not despair but study how we can turn it to our advantage.
