I lean towards A: Trump is highlighting the injustice. Trump is a master and making the news media help him make his story the main story. He's running for office --> expect him to try to get attention like he did before.

As far as Trump's tactic working only with his base and not Dims, this is primary season. The PR is meant mainly for the base anyway.

Trump is playing the martyr and everythiung is timed for a purpose. Sometimes he blurts things out without thinking it through, other times he simply sees an opportunity to retake the stage and goes for it. Sometimes, like this, he found it might be delayed to distract from other stuff, again to stir up folks and become the story across the media.

I don’t consider Trump to be a calculating individual — the kind that must politically deceive in order achieve public favor. His faults, virtues, and goals are in plain sight — at least to a degree that I find acceptable.
