65% of USA Enjoys Right to Carry without a Government Permission Slip

U.S.A. — In 1791, when the Bill of Rights was ratified, no permit was required for a citizen of the United States to carry arms, including loaded handguns, in nearly all public spaces. By 1986, only Vermont still had the right to carry loaded, concealed handguns without a permit. A significant number of states continued to maintain the right to carry loaded handguns openly, but the right was severely constrained in practice.

In 1986 there were eight states which had “shall issue” laws for concealed carry permits. Those states were Connecticut, Georgia, Indiana, Maine, New Hampshire, North Dakota, South Dakota, and Washington State. The total land area of the United States of America is 3,805,927 square miles. The land area of Vermont is 9,616 square miles or 0.25% of the land area of the USA.

In 1987, Florida passed a landmark shall issue concealed carry bill.  In a political tradeoff spearheaded by disgraced former Attorney General Janet Reno, then the Florida state Attorney General for Miami-Dade, open carry was severely curtailed. Reno later became famous for being in charge of the Department of Justice during the Waco massacre overseen by the FBI.

The Florida shall-issue law has been widely viewed as starting the revolution to restore Second Amendment rights in the USA. Many states started to follow the example set by Florida. By 2002, there were 31 shall-issue states, 11 may-issue states, 7 no-issue states, and Vermont, where no permit was required.

While the shall issue revolution was ongoing, Second Amendment activists and Constitutionalists were calling for the removal of all permit requirements. They demanded their Second Amendment rights be given the full force of other Constitutional rights. They correctly stated the Second Amendment demands that the rights protected by the Second Amendment shall not be infringed.

A minor correction: the Nebraska Constitutional Carry bill does not go into effect until September.

As Devil’s advocate, does right to carry insure freedom from harassment by zealous law enforcement officers kowtowing to the will of their progressive political masters?

Of course not.

Reality exists.

Criminals can still victimize innocent people.

Right to carry gives citizens another tool to fight against victimization by both official and unofficial criminals.

Some people have sued against the official repression and won.

As more and more people exercise their rights, winning becomes easier, and official victimization becomes harder.

If LE and DOJ actually prosecuted gun crimes the notion of constitutional carry and related 2A issues would be virtually non-existent.

I agree. Further, as part of the Bill of Rights, no one should be required to show a permit to carry, anywhere in the United States or territories thereof.

Restrictions on bearing arms should be extremely narrow and obvious to all.

The law is very broad...obviously, you don't want 6 year olds carrying to kindergarten class...or "violent" criminals...

In wartime....on our soil...there are no rules.

Gun violence is a huge problem amongst the underclass in Houston, Orlando, etc. Polk County is only a couple of hours from where I live, and Grady must get up there once a week showing the picture of a soulless underclass who shot up his neighborhood to prove his manhood. It’s happening even in Ft. Pierce, which is just up the road.

I’d like to have at least a fighting chance out there. It’s awkward carrying in South Florida because of printing. My collection of Aloha shirts is steadily growing.

Anyone carrying a 380?

I still do. Sometimes. It depends on the circumstances and where I'll be. But mostly, it's my Ruger 9mm.

Nice!

I’m recently in the green, unrestricted category. But I do travel to states in the blue category, with whom we have reciprocity, so I’ll be renewing my permission slip, which expires in a couple months. I’ve had one for more than 30 years at this point. I’m already on the radar screen, so there’s no avoiding that, and the cost/time is minimal.

I carry a Walther PPK/s once a month so it doesn't feel left out in my safe.

Normally I rotate each week from my Sig 229, Sig 226, Sig 220, Sig 239, Sig M-17, and Sig M-18. That way I get a chance to shoot one magazine from each hand gun, every week, stay proficient, and do a routine inspection and cleaning.

,380 ACP has come a long way in availability of ammo types. Do you go for increased expansion from hollow points? Maximum penetration with ball ammo? Heavy clothing shouldn’t be an issue in Florida. I’m curious what you carry.

North and South Carolina and Louisiana need to adopt constitutional carry next.

Florida needs to adopt open carry.
