The victim is s the new age bully who needs to be punished, clearly. He is probably racist or transphobic.
a few days suspension is a tiny price to pay for future years of freedom from torment in school - and a lifetime of self-respect.

There was an older, bigger kid on my block that picked on me all the time. I hid a billy club on the side of my house because I knew he would come back around. Sure enough he did. I grabbed the billy club and nailed him on his elbow as he was riding off on his bike. Cried like the little pussy he was.
He never touched me again.
And it's important to personalize the bullies. It's not "the school" that took no action other than suspend the kid for defending himself, it's the principal, the vice-principal and the individual teachers that took no action to stop the bullying. Then by suspending the kid for defending himself, they clearly identified themselves as bullies, too.
And if the Congress would reverse the theory of “qualified immunity” created out of thin air by the Supreme Court, every last one of these scumbags should be SUED into Bankruptcy and Homelessness.

Drew should have pounded him another three or four times after the slug started screaming. That would have made the message indelible.

The time for “conversations” is long over. Those “conversations” did no good and the harassment was allowed to go on unimpeded - even with good evidence.
I’d get a lawyer at this point. The school, school district, the bus company and driver - and principal need to all be named and sued, personally, for what they allowed to be done to this child - especially as I’m sure the school has a “no bullying” policy - and the #1 tenant of any school is to ensure the safety of its students.
Three punches is not “beating up”. I was in numerous fights as a kid, three punches is the warmup.
