I do not think it is a dumb question, I think Congress should have asked it a year and a half ago.
I think I know the answer though. Comander-in-Chief, Sec. of Defense, Joint Chiefs of Staff, Central Command, Speaker of the House of Representatives, Senate Majority Leader, House Minority Leader, Senate Minority Leader. All and more are responsible.
Trump was right, we should have taken that gear home with us in a orderly draw down. Sure, you might have a few support vehicles and gear left behind to facilitate the last flight out but that would maybe be a few dozen at most, not thousands.
