A mother of a middle school student was shocked when the Joshua Independent School District in Joshua, Texas, charged her over $7,000 in public records fees to disclose how many bullying reports the district had received since 2015. The Goldwater Institute first reported this outrageous demand for a simple sum of documents. The mother is combatting the exorbitant fee via an appeal to the Texas Attorney General’s Office.
The mother, Terrie Chumchal, filed the request following the district’s lack of aid over a two-year period of vicious bullying in which her son repeatedly tried to obtain help from his school, Loflin Middle School. Chumchal told The Daily Signal that her son suffered several severe instances of bullying, often regarding his Korean heritage, over his sixth and seventh grade years—including a violent choking and sustaining a ruptured eardrum.
After receiving word of these incidents, Chumchal learned that the school’s closed-circuit television cameras had recorded some of these instances. Chumchal’s first response was to ask the assistant principal, Emma Rogers, if she could see the videos of her son being bullied to gain a better understanding of the situation. Rogers refused, informing Chumchal that she had no right to see the footage and that showing her would violate the offending students’ privacy.
Chumchal claims that over the next few months, the administration changed its description of the bullying incidents, minimizing them so they constituted lesser offenses. Because Chumchal has never seen the videos herself, she cannot confront the district on the changing stories. After filing multiple grievances, the district has allowed her to watch only three videos since September.

The footage are public records.
You see, you have the ‘right’ to public records as long as you pay the $175/hr retrieval fee + $1.75/page because, you know, the government doesn’t spend billions on weapons for nazis or anything and they really need that money to pay doctors to mutilate your childrens’ genitals.

Looks like the school board are the real bullies. No wonder they won’t do anything about the kids who bully.
Schools have been sweeping this stuff under the rug for decades. I knew several parents whose kids were brutalized in school. One couple called the police when the principal refused to. Several families I knew pulled their kids out of school because of bullying.
This mother needs to pull her son out of school.
Here in GA, public school systems can have their own police forces. I am against this, as it makes it too easy to sweep stuff under the rug. If I call the police because of an incident like that, I don’t want the police beholden to the school system.
Joshua, TX looks to be an itty bitty (by Tx standards) town pretty far SW of Fort Worth.
Maybe there’s two sides to this story? Maybe???

Joshua is located in Johnson County, Texas, which voted for Trump by a 3:1 margin in 2020. The population of the city of Joshua is 73% white, 19% Hispanic per the 2020 census. This shows how far poor discipline has affected schools in even the reddest of communities. Irrespective of where you live, the public schools are dangerous for the body, the mind, and the soul.
It may also show how deeply entrenched the democommie ‘eduKation’ commissars are in the education ‘system’ when they turn up in places like that.
Schools don’t like to get involved with bullying. They’re afraid of possible liabilities. They take the ignore it and it’ll go away approach. The anti-bullying campaign was started by gay activists to protect gay students. So if her son was gay, they would be all over it. Straight students are on their own.
Pretty simple response, sue the district for $1 million.
Counties used to have District Attorneys that could and would Criminally Prosecute these officials as Co-Conspirators and accessories after the Fact to EVERY LAST CRIMINAL ACT THEY COVERED UP
Glad my kids will never worry about the horrors of public schools.
