Humans are already hackable through their
emotions. It's called emotional manipulation.
Emotional hackers can get people to act against their best interest by overwhelming their ability to reason with emotional stress or trauma.
Another method to hack society in whole is to keep everybody distracted through stress and fatigue so that they make decisions without having the energy to consider the consequences.
These unintentional consequences play directly into the benefit of the hacker of course.
