As part of the project, Canada has developped the ArriveCAN app. According to their website: “You must use ArriveCAN to provide mandatory travel and public health information before and after your entry into Canada. ArriveCAN is not only keeping travellers safe, but is part of our ongoing efforts to modernize cross-border travel.”
In other words, this app is ‘mandatory’ (not for Canadian citizens, and you can refuse using it, but you will probably have a hard time at the customs), so they can market “Known Traveler Digital Identity” as an optional convenient opt-in application, and make it mandatory later, maybe as a tie-in for ArriveCAN.

This is very sad....there are great places to visit in Canada. But, the WEF is probably ecstatic....less intrusions, more open space...for the elites.

Canada has had a digital based registered traveler program for quite a few years. I only have a basic acquaintance with this that is limited to cross border arrivals via boat. This is extensively used as an example by Washington state boating cruisers running the inland passageway towards Alaska.
IIRC, this is an app based system by which registered and approved boaters can bypass traditional Canadian Customs upon entry to Canada from the US. I think this covers any declared registration holder plus previously declared immediate family, ex. married couple and children. I don’t recall if arriving persons on board holding their own individual preregistration can be lumped into the fast track clearing or if this automatically triggers traditional dockside customs clearance.
I have no knowledge if the description of this system described in the OP is something new or has been effect for some years via the existing Canada system for recreational boaters. Also, I don’t know if a similar fast track clearance is available for land and air arriving persons into Canada.

How to use ArriveCAN
Who needs to use ArriveCAN
All travellers, with limited exceptions, whether entering Canada by air, land, rail or marine vessel, must use ArriveCAN unless you’re exempt from this requirement due to an accessibility need.
You’ll need to submit your information within 72 hours:
before your arrival in Canada
and/or before boarding a cruise ship destined for Canada
If travelling by marine vessel other than a cruise ship
If transiting through Canada to another country by air
If you have no smartphone or are taking a short trip
If you don’t submit your information through ArriveCAN
If you don’t submit your information through ArriveCAN and you are a foreign national travelling for discretionary purposes, you may be denied:
boarding if arriving by air or by cruise ship
entry into Canada if crossing at a land, rail or marine border crossing
Canadian citizens, permanent residents, persons registered under the Indian Act and foreign nationals eligible to enter Canada under another entry exemption (such as foreign work, study, compassionate grounds) will not be denied boarding or entry, but you:
won’t be eligible for the fully vaccinated traveller exemption, and may be required to quarantine and complete an arrival and Day-8 test
may face additional delays at the border for public health questioning
may be subject to fines or enforcement action

All travellers must use ArriveCAN, unless exempt for accessibility reasons.
Essential travellers must be fully vaccinated to get an ArriveCAN receipt (unless exempt from the vaccination requirement). All essential travellers must submit the following information into ArriveCAN:
contact information
travel details
vaccination information, including which vaccine(s) received, including manufacturer, country received, date received, and upload proof of vaccination. Essential travellers exempt from the vaccination requirement still have to include their vaccination status.

Find out if you qualify for the fully vaccinated traveller exemption.
If you’re travelling with others from your residence, you can include them in your ArriveCAN submission (maximum of 8). However, if you do not travel all together, update your travel submission to include only those travelling with you.
Land: If travelling in separate vehicles, complete separate ArriveCAN submissions.
Air: Families or groups on the same ArriveCAN submission must use the same arrival kiosk.
Caution: At the border, you must use the same travel documents as you upload to ArriveCAN.

Using ArriveCAN for someone else
If you’re unable to use ArriveCAN, you can ask someone like a friend or family member for help. They can submit your travel information for you by signing in online.
They’ll need to fill out ArriveCAN with all of your traveller information.
Then they’ll be able to print or email the ArriveCAN receipt to you.
When you travel, you may be asked to show your ArriveCAN receipt. Make sure you have it with you before:
boarding a plane or cruise ship
seeing a Canada border services officer upon arrival
You are responsible for ensuring that you meet all of the requirements for entry into Canada.
If you are required to quarantine, you must complete your reporting after entering Canada. Call 1-833-641-0343 each day during your 14-day quarantine.
Getting your ArriveCAN receipt
Once you submit your information through ArriveCAN, a receipt will be displayed and emailed to you.
ArriveCAN won’t confirm exemptions from public health requirements. An ArriveCAN receipt shows that you’ve successfully provided your information. It doesn’t validate your eligibility to enter Canada, vaccination status, or essential travel status. Your exemptions from public health requirements and/or essential travel status will be determined by a border services officer.

Preparing your Advance CBSA Declaration
You can now save time at the airport by using ArriveCAN to answer customs and immigration questions before your flight lands in Canada. The Advance CBSA Declaration is optional.
This feature is only available to travellers who use the web version or the mobile app of ArriveCAN, and whose first point of arrival in Canada is:
Vancouver international airport (YVR)
Toronto Pearson international airport (YYZ) (Terminals 1 and 3)
Montreal-Trudeau international airport (YUL)
In the coming months, the optional feature will also become available to travellers arriving at the Calgary, Edmonton, Winnipeg, Billy Bishop Toronto City, Ottawa, Québec City and Halifax international airports.

If your travel details change before you enter Canada
If you need to edit your information and have an ArriveCAN receipt, you need to start over and create a new submission. ArriveCAN will clear your previous information.
After you’ve entered Canada
If a border services officer confirms that you qualify as a fully vaccinated traveller, you may still be subject to random testing on arrival. However, you won’t report your results through ArriveCAN. Follow the instructions given to you by the border services officer.
