Were they not working for a long time, indicating that people responsible for their working should be fired and/or criminally charged for fraud for failure to do their jobs, or did they just recently not work, say, starting just a few minutes or hours before the attack, indicating possible complicity or tampering or other deliberate effort to not collect footage during the attack? Or something else?

They know where he came from and where he went by all the cameras. The local police contact Ring and other doorbell camera makers and security camera makers and get the information on all sorts of crimes.
