...... Any chance that stuff may actually be bulk pool cleaning chemicals for the Hotel Pool??? There are a lot of corrosive materials used for maintenance type tasks. This stuff was right out in plain public view which would make for a very laughable amateur hour moment in the universe of Red Flag Operations ....

3) Contact the hotel’s insurance underwriters.
4) Contact the local fire department.
5) Attempt to contact people staying at the hotel.
6) Contact the airport.

That is a Class 1 Explosives label on the gray can.
The Division is 4 making it a confined explosive. I would not think that it would be something you would store in your hotel room...
Here is what a Division 1.4 is listed as: Substances and articles which present no significant hazard; only a small hazard in the event of ignition or initiation during transport with any effects largely confined to the package.
