The collapse of China's second largest property developer, Evergrande, has yuuuuuuge implications including the signal that Chinese Communist dictator Xi Jinping has lost the mandate of heaven. Also note that fugitive Chinese businessman Guo Wengui prophetically warned of the Evergrande collapse back in 2017.

Like everything in China, something this highly political first wages war behind the scenes. Evergrande is just a symbol of a huge, bloated, corrupt property-government sector.
I believe they chose to let Evergrande go bankrupt. Xi’s philosophy is very much against “useless capital” which is why his government has gone after consumer-tech, internet and their entertainment industry - while he has NOT gone after business in more “suitable” tech areas like computer chips, automation, medicine, etc... It also fits with his government also wanting to deflate the ongoing China property craze.
I have heard that many of Evergrande’s bonds are held by foreigners, particularly HSBC, so that might help make the choice easier as well.
So to answer your question - NO, this is not a surprise to Xi or anyone around him, and likely Evergrande has been guided to this result.

The concept of Tien Ming or Mandate of Heaven has been with China for thousands of years ( the Communist Party of China is just over a hundred years old ).
The idea is that the Ruler ( Emperor if you will ) of China rules at the pleasure of Heaven. He therefore, must be virtuous and lead his people with wisdom and honor, always remembering that his actions are answerable to Shang Ti ( or God or Heaven ).
An unworthy and corrupt emperor will be brought down by circumstances and rebellion and replaced by someone who is more worthy of the throne.
This concept is still ingrained in the minds of the Chinese. The Communists are trying to dissociate this idea from the Chinese people, but it isn’t easy to erase an idea that is over 4,000 years old.
The concept of the “Mandate of Heaven” has been around so long, at least since the Zhou dynasty, that I think all Chinese tend to believe in it, no matter what their religion is. In a nutshell, if multiple calamities happen in the country, they will get the idea that something or somebody beyond this dimension doesn’t want the emperor and his dynasty to rule any longer. Of course China doesn’t have an emperor these days, but if, say, the Three Gorges Dam burst, and then a typhoon struck Shanghai, I can see the Chinese saying it’s time for Xi Jinping and the Communist Party to go. Then a revolt against them would probably break out.
All he needs is a war somewhere to distract both the military and the populace...
He’s probably choosing among Formosa, Vietnam, India, or Hawaii as we read this thread...
A quick 1,000,000 deaths is all he needs...
