In a restaurant, unless you're dining alone, you remain in close contact with people, without a mask, for an extended period of time. During that time you're typically talking and laughing.
This is the exact scenario public health authorities say to avoid.
In a large retail store you don't have extended contact with any one individual, you can typically maintain social distancing and you can wear a mask.
