Joe Biden and Kamala Harris claim they are scheduled to receive a national security briefing on Tuesday, despite the fact that the election results are still being challenged and ballots are still being counted.
Forbes reporter Andrew Solender tweeted a press release from the “transition team” about the meeting on Monday evening.

He is not part of government after his term—when out of office...wouldn’t giving him such information be a potential security risk?
I think the presidential candidates get security briefings any way. So this is nothing more then that. This is a PR attempt to claim to be Prez-Elect.

Why would former officials have any intelligence to pass on?
The thinking is that former presidents and vice presidents make good counsels for sitting POTUS and VP, and therefore should have access to intel. It is upon request. Democrats are already trying to say Trump should be cut off when he leaves office -- TO HUMILIATE HIM.

If this is true, do they have proper security clearances ? Biden is only a past VP. He is not President-elect !
Did he retain his security clearance from when he was VP ?
How about Kamala Harris ? As Senator, does she have proper security clearance?
