I have a question, and I hope there are Freepers who have some knowledge of constitutional law. What if the Senate votes, but four senators abstain? For example, if Collins and Murkowski and a couple of other Republican senators decide not to vote, so that the vote ends up being 49 to 47. Would that result in a confirmation, or would it require 51 votes, as in a simple majority out of the total 100 senators?
