On February 26, 2018, Black Lives Matter cofounder Alicia Garza launched the Black Futures Fund, which discloses on its donations page that Black Futures Lab is a fiscally sponsored project of the Chinese Progressive Association. The CPA, active in areas such as San Francisco and Boston, has long and deep ties to Chinese Maoist activity in the United States. Cofounder and board chair emeritus Pam Tau Lee was active during her student days at Cal State Hayward and Berkeley with the I Wor Kuen, a Chinese Maoist counterpart of the Black Panthers which merged with the Red Guard Party, a paramilitary ally of the Panthers and the Weather Underground. She has also been active in the labor and environmental movements, and travelled to the Philippines in 2018 as a delegate with Bayan USA, an ally of the New Peoples Army, the military wing of the Communist Party of the Philippines, designated as a terrorist group by the U.S. State Department.
Upon the launching of the Black Futures Fund, Kamala Harris voiced her support for the new venture in a February 27, 2018 tweet, saying, For too long, people have spoken for us and perpetuated false representations of the issues that drive our votes. Congratulations @AliciaGarza on the launch of @blackfutureslab! The next day, Garza tweeted in reply, Thank you Senator @KamalaHarris!
Since then, Harris has continued to support the Black Futures Fund. On February 21, 2019, she celebrated Black History Month by tweeting, Oakland-based organizer and Black Lives Matter co-founder Alicia Garza is a powerful voice against police injustice. She created Black Futures Lab to mobilize Black political power and is fighting for millions of domestic workers that live in the U.S. #BlackHistoryMonth. This year, Harris helped her niece Meena of the Phenomenal Woman Action Campaign promote a book based on her life called Kamala and Mayas Big Idea, with all proceeds benefitting the Black Futures Fund.

They’re borrowing terminology from the tech industry (they’re in the Bay Area), where a “lab” or “incubator” refers to an environment for breeding tech start-ups, or start-up businesses in general. It implies that they bring together elements for the infrastructure of start-ups—business mentors, financing, tech skills, etc.
