Minnesota Doctor who Revealed Hospitals Get Paid More for COVID-19 Patients Is Now Being Investigated by the State

In early April Senator Dr. Scott Jensen from Minnesota went on The Ingraham Angle to discuss how the CDC is encouraging American doctors to over-count coronavirus deaths across the US.

This was after Dr. Scott Jensen, a Minnesota physician and Republican state senator, told a local station he received a 7-page document coaching him to fill out death certificates with a COVID-19 diagnosis without a lab test to confirm the patient actually had the virus.

Dr. Jensen also disclosed that hospitals are paid more if they list patients with a COVID-19 diagnosis.
And hospitals get paid THREE TIMES AS MUCH if the patient then goes on a ventilator.

Senator Dr. Scott Jensen: Right now Medicare is determining that if you have a COVID-19 admission to the hospital you get $13,000. If that COVID-19 patient goes on a ventilator you get $39,000, three times as much. Nobody can tell me after 35 years in the world of medicine that sometimes those kinds of things impact on what we do.

On Sunday Dr. Scott Jensen said he was being investigated by the Minnesota State Board of Medical Practice in Minnesota.

FOX 9 reported:

A Minnesota State Senator and doctor known for disputing government-reported fatality data related to COVID-19 says he is being investigated by the Minnesota State Board of Medical Practice in Minnesota.

In a Facebook video Sunday, Dr. Scott Jensen, a Republican state senator for Carver County and a family medicine doctor, said he was “ticked” to receive notice from the state that he was being investigated.

Jensen said he is being investigated for public statements he made “spreading misinformation” about death certificates and COVID-19 on a news program and “provided reckless advice” comparing COVID-19 and influenza.

Jensen has been a vocal critic of Minnesota’s handling of the COVID-19 pandemic, including disputing the reported death totals, disputing future modeling of the virus and comparing the virus to influenza.

81% of the coronavirus deaths in Minnesota occurred in nursing homes.
Shouldn’t the state be investigating that instead?

I strongly disagree.

The CDC memorandum instructs doctors to classify ALL pneumonia + COVID fatalities as exclusively COVID fatalities.

Compare that procedure to how Influenza and Influenza Like Illnesses are reported.

During flu season, at least 50% of pneumonia deaths are preceded by Influenza or ILIs - but, less than 10% of those deaths are classified as flu fatalities.

In addition, the CDC instructed doctors to classify ALL “presumed” COVID deaths as “confirmed” COVID deaths.

“The WHO has provided a second code, U07.2, for clinical or epidemiological diagnosis of COVID-19 where a laboratory confirmation is inconclusive or not available. Because laboratory test results are not typically reported on death certificates in the U.S., NCHS is not planning to implement U07.2 for mortality statistics.”

Bottom Line...

If influenza deaths were reported the same way COVID deaths are reported, there would be more flu deaths than COVID deaths.

this Dr is full of it!! everything in medicine is diagnostics driven, same with a death certificate, list primary cause secondary cause, hospital payments are all diagnostic driven for medicare. and subject to review by payors. and overpayments for any reason can be recovered up to 5 yrs after the fact.

In fact, during the Temperance movement, many death certificates listed alcoholism as cause of death because it fit the political agenda.

This "investigation" is likely a political witch hunt. This doctor is also an outspoken Republican State Legislator.

In other states there have been similar concerns that COVID deaths are being over reported. The vast majority of COVID deaths in Minnesota have been in nursing homes and among very elderly residents with multiple medical issues. Their cause of death could be due to any number of things, but with a State directive that allows listing COVID as the cause without testing those death numbers could be very skewed. Note in neighboring Wisconsin the number of COVID deaths is half that in Minnesota and in South Dakota none of the reported COVID deaths have been in nursing homes.

Hospitals are getting paid more for COVID patients under Medicare thus it would behoove the hospital to list COVID on the diagnosis for any pneumonia admission.

Have you even read the memo?

On pages 4-5-6...

It explicitly tells doctors to report pre-existing health issues in Part II of the Death Certificate.

The Immediate and Underlying Causes of Death are reported only in Part I.

It explicitly tells doctors to list COVID-19 as the “UCOD” - Underlying Cause of Death - when Acute Respiratory Distress Syndrome or Pneumonia are present.

When that Death Certificate lands on the desk of a statistician, the UCOD becomes the final and exclusive “cause” of death.

That is NOT how Death Certificates for pneumonia + influenza are filled out.
