If President Trump starts opening the economy on a roll-out basis, etc...Would state governments have to cooperate if their lockdown timelines extend beyond President's preliminary deadline of April 30th?

No they don’t. The President has no power on the state governments. The only thing Trump can do is by persuasion and announcements, and hoping it will influence the states. I expect there will be some announcement to the effect of something like “The Task Force now recommends IA, ID, WV ad ND to start lifting restrictions as they see fit.”
States Rights - if they wanna extend - let ‘em do so.
Individual states would be under the guise of their governors.
If those governors refused to lift, the citizenry pressure would probably cause them to give in.
Dem governors would try to hold out, of course.
The liberal blue Governors could give the middle finger to cling on to power, or let their local governments decide.

Wonder what governor Newsom is going to do without tax revenue the numbers in CA are EXTREMELY low for a population of 40 million we have under 500 fatalities AND our hospitals are empty!! He can do whatever he wants BUT he cant go to uncle sugar daddy if Trump says on May 1 we can start to open!!!

No. In fact expect the rat States to double down. VA is locked until Mid June, most if not all of the Rats states will do the same if not longer.

President Trump has not shut anything down,
and he can not open anything back up.
The fate of the shut-downs lie at the feet
of various State and Local Politicians.
It probably depends on how much the governor hates Trump.
The President didnt order a single city or state to shut down.
What the F*ck? Nation-state? Did he really say that? No such thing in the UNITED STATES OF AMERICA. However, he does have States Rights to keep us shut down, unless Martial Law is declared by the President. Then he is shit out of luck as the president activates any or every state National Guard for enforcement. Of course, that's not going to happen. It would take nuclear war for such an order.
