Each state writes their own plan to administer and provide logistical support for a muster. Group into regions so that military planners can talk and deconflict so that a workable op order is issued.
5 brigades. One assembles at Manassas, VA battlefield, one at Wilderness (Fredericksburg), battlefield VA battlefield, one at New Market, VA battlefield, one at Harpers Ferry WV, and one at Gettysburg, PA.
A sixth reserve brigade assembles at Bentonville battlefield, NC.
At least 5-25K men with rifles per brigade: this means they will not surrender arms to any LEO when they move to and occupy assembly areas- this will be communicated to the respective county sheriffs.
The state militias organize the logistics (porta-potties, etc), deconflict comm plans, and host the planning for the C4I and movement up to the DC borders.

It would however, be prudent to take a page from our history and disallow single person registration: mandate registering companies of men so that the company is in charge of vetting and regulating the company. Then it expands to battalions and regiments as more companies are registered. It's actually quite simple and puts the small unit details on the company commander so that the state planners can concentrate on the operational details and cross-communicate.
Find a common external enemy and much will be forgiven and forgotten.
