The speculation began with unusual aircraft in the area, which is used to spot submarines. The aircraft is as follows:
Among aircraft seen were the Navy EP-3E Aries II, which is used for electronic surveillance, a Navy P-3C Orion, used for submarine spotting, and a Boeing P-8 Poseidon used for anti-submarine warfare, and a submarine spotting Royal Canadian CP-140 Orion. The military vessels were allegedly seen spanning the coastal waters from Los Angeles to the San Diego/Tijuana border near Mexico.
Though the reports remain unconfirmed, they come in the wake of a tumultuous week for the United States’ foreign activity, after President Trump launched 59 tomahawk missiles at a Syrian air base on Friday.
The action was said to have infuriated Moscow and Russian government.
According to the Sun, Russia and Iran made a joint statement, which read:’What America waged in an aggression on Syria is a crossing of red lines.

Russian submarines have been patrolling off our west and east coast since the Cold War. We have been patrolling off their shores over the same period.
If one were to go to Whidbey Island Naval Air Station and watch the daily airshow they would think there is some sort of increased military action going on. P3’s and EA6 Prowlers launching all the time. Of course this is all just typical daily flight activities, however to the untrained and uniformed observer they could think up all sorts of stuff.
The Navy doesn’t need to let journalists or anyone know when they decide to do some drills.

The Whiskeys were built by Russia based upon captured Nazi U-boats. The Romeo was designed in the 1950s and is equally ancient. I doubt most NK subs can submerge -- and then surface.
Having an EP-3E along in this aircraft chowder suggests that they expect a Russian sub to be in communication with Moscow.

What’s unusual about it?
I worked on several commercial and military airports. in my experience the Prowlers were far and away the loudest. Made F15’s sound like humming birds.
Worked on Whidbey in 1998-99. Always hated the first of each month when they got their new fuel supply shipment in. Those planes seemed to take off and land non-stop every day until about the last week of each month when they would run low on fuel and curtail most training flights.
Nothing. It was a training exercise.
